Are rental scooters ruining the image of private riders?

All too often, those who you see riding irresponsibly tend to be those who rent e-scooters or e-bikes, when those who privately own their own use their's carefully and follows are laws and regulations that they should.

Are rental scooter users ruining the image of private riders? What could be done about that?

Renting escooters is common in my place, mostly among tourists or travellers. Since it isn't their property, they tend to mishandle it. I think this is a very bad habit. These days rental companies are creating tougher conditions for renters so that they don't ride escooters recklessly.
