Do you think high-powered e-bikes should be classified differently from bicycles?

My ebike has 45 km range, I have been frequently stopped by traffic police because they mistook it as an escooter. These days a lot of ebike motors have become very powerful, and regulators often treat certain models more like mopeds than ebikes. This can mean extra requirements for riders. Where do you think the line should be drawn between an e-bike and a motor vehicle?
