Would stricter enforcement improve or kill the e-bike and e-scooter scene?

Many will argue that stricter enforcement is needed for e-bikes and e-scooters, especially for those who ride on the road without a car, ride on the footpath without a care, or are just careless in general when using an e-bike or e-scooter.

If stricter enforcement were put in place for e-bike and e-scooter users, would it improve the e-bike and e-scooter scene, or would it kill it?
 
In our country, rules for electric scooters are same as rhe rules for petrol scooters or petrol motorbike. They cannot ride on pavements.. However, there are no specific rules for ebikes. But it is expected that people don't drive on pavements. With rhe growing popularity of ebikes, there has been instances where traffic police has started taking strict measures against people riding on footpath.

This is great to hear, I only wish that the police were as strict in the country I live in, it seems as though many get away with a lot when it comes to e-bikes and e-scooters, even having near accidents with pedestrians on the pavements as well.
